About Mr. K. V. Ravikumar

Mr. K V Ravi Kumar currently holds senior position of Dean/Director of Institute of Security Sciences and Management at Raksha Shakti University with responsibility of managing the work of different departments like Forensic Science, Criminology, IT, Law, Police Administration and Security Sciences. Planning and coordination of new UG & PG programmes in the area of Cyber Security, Cyber Forensics, IT and Forensic Science. Member of the Finance Committee, Academic Council, Board of Governors, Chairmen IQAC and NAAC, Chairmen of the Training and Placement Cell, Co-ordinator Student start-up and innovation policy.

After joining RSU under his leadership new programme of B.Tech in Cyber Security, PG Diploma in Cyber Security and Cyber Forensics, 03 M.Sc. programmes in Digital Forensics, Forensic Psychology and Forensic Science were launched. He is responsible for signing of MoUs with leading organizations in India and abroad. He was the Organizing Secretary of 24th All India Forensic Science Conference sponsored by MHA, Govt. of India conducted during 10 – 12, February, 2018 at Ahmedabad, organized by RSU in collaboration with GU and GFSU and Co-Chair of the Organizing Committee of the Fourth International Conference of the South Asian Society of Criminology and Victimology (SASCV) conducted during 30 – 31, January, 2020 at Ahmedabad, organized by RSU.

He was deputed by RSU as a member of the delegation to explore academic exchange and research with the Universities of Southampton, Southampton Solent, Portsmouth, and Jil Dando Institute of University College of London, UK. He also discharged additional responsibility of Director (R&D) for One Year at RSU. He is working to promote police-academia partnership in several areas to help the law enforcement and criminal justice apparatus in Gujarat.

He earlier worked as OSD (Plan Projects) with Joint Secretary, Police Modernization, MHA, Government of India. He has provided consultancy in drafting M.Sc. Forensic Science Syllabus to various universities that teach Forensic Science. He provided consultancy to various state FSLs, in modernizing Forensic technologies, design of their laboratory & in drafting their perspective plans, and received commendation letter from DGP of Himachal Pradesh for drafting the Forensic Science Development Plan. He was deputed by Govt. of India to prepare the project proposals of Countries like Maldives, Vietnam, and Seychelles to setup and modernize their forensic science set up.

He has delivered lectures to IPS Officers during various VIC programmes conducted by BPR&D on topics such as Role of Forensic Science in Internal Security and Forensic Intelligence. He has prepared EFC/SFC Proposals for expansion of Forensic Facilities of the CFSLs of Directorate of Forensic Science and worked in areas such as “Scientific examination of evidentiary value clue material in field of questioned document examination and bestow court testimony under various provision of law”, “Promote best forensic practices in questioned document examination”, and “Introduction of Quality Management System in Forensic Science leading to NABL accreditation, reassessment of the CFSLs & a few state FSLs”.

He has attended International Forensic Science Technology Symposium, at Mexico, advanced Hi-Tech Training at FBI, laboratory Quantico, Virginia, USA, and visited Forensic Science Service Laboratory at Birmingham and London.

During this period drafted to SFC memorandum for the schemes titled Indian Cyber Crime Co-Ordination Centre (I-4C) with an outlay of Rs. 400 crores and another scheme titled Cyber Crime Prevention against Women and Children (CCPWC) with an outlay of Rs. 195 Crores. The initiatives taken involved preparation of the SFC documents, Consultation with Department of Expenditure and NITI Ayog and convening of the meeting of SFC under Chairmanship of Home Secretary.
